The Law no. 319/2006 accomplishes the harmonization of the Romanian legislation with community regulations, mainly the Council Directive 89/391/EEC of 12 June 1989 on the introduction of measures to encourage improvements in the safety and health of workers at work. The law also raises the problem of coordination with the international rules on work and social policy elaborated by the International Labor Organization.

Within this context, the study analyses the system of national regulations in the field and their efficiency. In addition, the study presents the constants and the mutations of the solutions concerning the legal liability of the employer.
