The article deals with types of informationsystems which fulfill a public function and are used to provide the informationfor the public. These projects and theirmanagement are defined by: a high value-added knowledge-based components, highquality and reliability of their implementation, the customer's satisfactionwith their use and their relation to the implementation of the informationstrategy. The following work attempts to prove the stated fact and, at the sametime, to clarify the thinking concepts of gaining the strategic competitive advantageby applying the project process technologies and methodologies and to show thespecific procedure of creation and project management. The contributiondescribes designing public information system, and operational and proceduralaccess concepts.
