Abstract:  
Offshore software development is a growing trend in the information technology (IT) outsourcing field. As software development becomes more globally distributed, there are specific issues which must be taken into account, such as: communication and coordination among across-distance distributed stakeholders, cross-cultural relationships management, the conflicts in collaborative software development, the relationship between national culture and control mechanism. The literature review reveals that some specific issues on global software development success are addressed, but it is not provided a holistic, systematic, conceptual framework to guide the research in this field. This paper offers a conceptual framework which provides a holistic understanding about the process of effective international outsourcing of software development. My framework may contribute in terms of both theory and practice. At the theoretical level, it can be used as a basis to establish the research directions. At the practical level, the framework may help managers and other stakeholders to understand, improve and manage the global IT projects more effectively and efficiently.
